Cuba's power grid goes down as Hurricane Rafael hits the island

Hurricane Rafael collapsed Cuba's national electrical grid. The Miami-based NHC warned of a "Life-threatening storm surge, damaging hurricane-force and flash flooding across much of western Cuba.
